World Records set/broken while we update the WR Guidelines

What happens if someone claims a World Record now, i.e. while we are in the process of updating the WR Guidelines?
I see two options:
1. The world record is verified and possibly awarded on the basis of the 'old' guidelines, or
2. The world record claim is put on hold until the updated guidelines are in place.
I think that the first option is more logical. Until we have updated the guidelines, the old set of rules is valid. It's the only set of rules known to the outside world including our potential record breakers. Besides, it might take a while for our discussions and updating to be finalised; it's not fair to have people waiting that long.

My opinion is that we should verify it according to the old guidelines.
Having people wait so long does not seem right to me.
