Proposal 17: World Records set at IUF-sanctioned conventions [ Revision 2 ]

Background
This proposal is based on Discussion #21.
The old text has some inconsistencies, such as "organisers must ensure..." but at the same time "if this is not possible...".
Besides, the requirement to inform riders at least two months in advance has nothing to do with World Records requirements, it is only an IUF Rulebook issue.
For Unicon and similar large (IUF-sanctioned) conventions, the new rule states that the burden to supply proof for possible world records achieved during the convention is on the host. For any other record claim, the claimant must collect and submit all proof and documents him/herself.
Note that the "Chapters xxx" in the new rule would be the current Chapters 3, 4 and 6 of the old WR Guidelines, and and the additional chapter as per Proposal 14. Chapter yyy would be the current Chapter 2. All these Chapters may get reorganised though through one or more upcoming proposals, therefore they are not explicitly numbered.

Old Rule:
1.7 WORLD RECORDS SET AT UNICON
The IUF recognises world records set at UNICON to be of a standard acceptable for inclusion as an IUF world record. UNICON organisers must ensure they are compliant with the standards required for setting an IUF world record.
If it is not possible due to logistical reasons for UNICON organisers to comply with IUF World Record Guidelines (for instance, course constraints for marathon and 10km races), this must be communicated to participants at least 2 months in advance, and the riders informed that any records set will not be recognised as official IUF world records.
For a UNICON event to comply with IUF world record standards, they must fulfil documentation criteria in Section 2.3. Documentation criteria in Section 2.1 and 2.2 are not required for world records set at UNICON, provided they are set during official competition.
New Rule:
1.7 WORLD RECORDS SET AT IUF-APPROVED CONVENTIONS
As per the IUF Rulebook, for Unicon and other large conventions, the host is strongly encouraged to ensure that the competitions are conducted and recorded according to the current IUF World Record Guidelines. Also, the IUF Rulebook prescribes that all the relevant data (as per Chapters xxx) are shared with the IUF.
Unless otherwise noted, a competitor who achieved a record-worthy result at such a convention may assume that these two conditions are met, and does not have to claim a World Record him/herself. Nevertheless, the IUF reserves the right to verify compliance before granting a world record.
For possible world records achieved outside such a convention (including all time trial records because they are never set in competition), the burden is on the record claimant to provide the IUF with all necessary proof as per Chapter yyy.
