Proposal 22: Documentation of Records - Part 2 - Witnesses [ Revision 3 ]

Background
The witnesses required currently are not really suitable for actually confirming compliance with specific rules. Therefore it is proposed, that officials and judges should confirm that a performance complies with the rules.

Proposal
Old Rule:
2.1 WITNESSES
Two or more of the following are required:
- an *IUF nominated representative present at the record attempt
- five non-expert **independent witnesses
- two ***independent representatives from your national or regional unicycling, bicycling or athletics organisation
- local media coverage (TV/Radio/Newspaper) who were present at the event. Post-event coverage and interviews are not acceptable.
*An IUF nominated representative is someone nominated by the IUF Board to witness the attempt, and generally will have knowledge of the particular discipline for which the attempt is made
**An independent witness cannot be the spouse or an immediate family member of the claimant, and has no monetary gain from the record attempt.
***This should be someone who represents that organisation in an official capacity (e.g. club president or other executive member, coach, or referee)
A signed statement from each witness is required, and must include:
- the title of the world record attempt
- the name of the unicyclist
- the result of the world record attempt
- that the witness was present for the attempt
- their contact details (email and phone number)
As an example, the signed statement could say:
"I, 'Witness A', was present for the entire duration of the 10km unicycle world record attempt on DD/MM/YYYY by 'XY Unicyclist', and I can confirm that they rode 10km in 'X:Y:Z time'.
I am happy to be contacted by the International Unicycling Federation for verification of the attempt.
My contact details are: ABC@unicyclemail.com, Ph: 1234567"

New Rule:
2.2 Witnesses
1. For all performances achieved in an official competition, compliance with the IUF Rulebook must be confirmed by the following judges and officials appointed in accordance with the IUF Rulebook. For time trail records, equivalent positions must be taken by previously determined persons.
i Judge 1, in the case of a record according to section 3, 5 or 6 this must be the starter
ii Judge 2, in the case of a record according to section 3, 5 or 6 this must be the timekeeper - for all hand-stopped time measurements, the confirmation must be made accordingly by both judges measuring the time
iii Referee
iv Competition director
2. It is permissible for one person to act in two of the functions according to paragraph 1. However, the two judges must always be two different persons. In total, at least three different persons must witness any record attempt.
3. Any witness cannot be the spouse or an immediate family member of the claimant, and cannot have monetary gain from the record attempt.
4. The following information must be submitted about every witness for complete confirmation.
i First and last name
ii Contact e-mail address
iii for the judges according to paragraph 1, the position of the judge must be indicated
iv Date and signature

In the discussions (https://world-record-2017.committees.unicycling-software.com/discussions/22 and https://world-record-2017.committees.unicycling-software.com/discussions/44), it has turned out that the current requirements with regard to witnesses are not really suitable for records that are set during competitions. This is mainly because the witnesses required currently are generally not suitable for actually confirming compliance with specific rules. Instead, officials and judges should confirm that a performance complies with the rules.
