Proposal 23: Documentation of Records - Part 1 - General information [ Revision 5 ]

Background

So far, there is no information in the WRG on what general information must be submitted to the WRC as part of a world record claim. The following proposal will change this.

New Rule:

2.1 General information

1. The following information must be submitted about the performance and the place and time of performance.
i Event and event venue/location
ii Discipline in which the performance was achieved, including date and time of the performance
iii Performance achieved

2. The following information must be submitted about the athlete or, in case of a relay team, all athletes, unless marked as optional.
i First and last name
ii Date of birth
iii Gender
iv Nationality
v Contact e-mail address
vi Club (optional)

3. A announcement of competition or, if this is not available, a program of the event must be attached to every record claim. For time trail performances achieved outside an official event, the equivalent documentation defined under 6.X Y. must be submitted.

4. An overview of the results must be attached according to 4.1 or 4.2, depending on how the performance was achieved.
4.1 For all performances achieved in an official competition the complete list of results fot that competition must be attached.
4.2 For performances achieved during an official event but outside an official competition or for Time Trial performances achieved outside an official event an equivalent documentation of the result must be attached.

6.2 Specific Documentation

Y. As a replacement for the documentation of official events mentioned under 2.1 3., the IUF World Record Committee must be contacted at least 4 weeks in advance of a record attempt for all Time Trial records that do not take place within the framework of an official event, and the record attempt must be announced there. The planned schedule of the record attempt, including information on the location of the record attempt, must be provided and approved by the World Record Committee.

Body

In order to document records appropriately and ensure that they are comprehensible in the long term, it is necessary to document some general information about the place and time of the performance, as well as about the athlete and the performance itself. During the discussions (https://world-record-2017.committees.unicycling-software.com/discussions/22 and https://world-record-2017.committees.unicycling-software.com/discussions/43), it became clear that the information listed in the rule proposal is suitable for this purpose and must be documented for all records.
As records in Time Trials are not usually set as part of official competitions, slightly different documentation is required here than for all other disciplines. It therefore seems most appropriate to move the specific rules for Time Trials in respect of Rule 2.1.3 to the section for Time Trials and describe them there; accordingly, Rule 2.3.1 only contains a reference to this deviating documentation and the reference to the specific rule for Time Trials.
