Is section 2D.10 being modified? There is no element concerning wind in the IUF 2019 rulebook.
If wind measuring devices are used in track competitions, it should not be a problem to use them for jumps.

You're right, the section is modified and approved by the last rulebook committee but not integrated in the official rulebook right now. This will happen after the current rulbook committee.

Two small questions about this phrase "when the athlete passes the a mark 20 m from the jump marker"
"athlete" is not what most people using a unicycle would call themselves. "rider" is more commonly used, although it might pose a problem in disciplines in which one not actually rides, such as standstill. For Long Jump On Track, "rider" seems appropriate. BTW, the word "athlete" occurs in more places (in the rulebook or in proposals) than just here.
"the a" is probably a typo? I guess "the" is intended.

Regarding “athlete” vs “rider”: You're right that we should only use one term here to be consistent and avoid confusion. I think that atleth would generally be the more flexible term. However, we can also change this to rider in this proposal and if necessary standardize terms again in an editorial update at the very end.

I had actually intended “a mark [...]” because this marker, unlike the others, has no fixed identifier and I therefore found “a” more appropriate.
