Since all chapters except Chapter 1 (General Information) have a consistent structure—specifically, with the rules divided into individual numbered paragraphs—I would suggest that we apply this structure to Chapter 1 as well. In doing so, I believe it makes sense to rearrange some sections within Chapter 1.
My suggestion would be the following structure:

1.1 What Is an IUF World Record

1.2 Relationship with IUF Rulebook

1.3 Attempting an IUF World Record
1.3.1 Number of Attemps
1.3.2 Attempts at Unicon
1.3.3 Attempts at Other Events

1.4 IUF World Record Certificates

1.5 IUF World Record Keeping

1.6 New IUF World Record Categories

The changes primarily involve grouping all sections related to attempting to set an IUF World Record under a single heading (1.3) and moving the rule regarding new IUF World Record categories to the end of the chapter.

I’m not sure if there’s much need for discussion regarding the numbering of individual paragraphs; otherwise, I would simply address that aspect in the actual proposal.

I've drafted an official proposal that essentially only covers the restructuring—since I'd like to have the new guidelines ready by Unicon, I've included a few minor changes right away, and I hope we won't need separate votes on them so we can save some time.

The changes are:

1.2 Relationship with IUF Rulebook, paragraph 3:
I added a "standard" in the last sentence, to make clear that there are sepaerate records for standard and unlimited and the sentence is only about the different standard classes.

1.3.1 Number of Attemps, paragraph 1:
I deleted the "(2017)", because for one thing, that's not the current rulebook, and for another, I don't think it makes sense to include specific references to a particular rulebook at all.
I also deleted the part ", and twelve attempts overall." because that is only true for the prelims and not for the finals, so it does not make any sense to limit the total number of attempts for a world record as long as the three attempts per height/distance are maintained.

1.3.2 Attempts at Unicon, paragraph 2:
I deleted the sentence "For a UNICON event to comply with IUF world record standards, they must fulfil documentation criteria in Section 2.3. Documentation criteria in Section 2.1 and 2.2 are not required for world records set at UNICON, provided they are set during official competition.", beacuse during the discussion about documentation criteria, it actually became clear that we want the same documentation for all records—for Unicons, this should be handled only by the organizers and not by the athletes. Nevertheless, we should document all records in the same way.

1.3.3 Attempts at Other Events, paragraph 1:
I exchanged "national and local" with "other" to be consistent with the heading.
