Background
The proposal is intended to revise the specific documentation criteria for the track racing disciplines. It is a addition to the general documentation criteria.

Proposal
Old Rule:
3.1.1 Course measurement for standard track records
Standard track records are set on a 400m athletics track. Please supply evidence of the exact track measurements used to the closest 0.01m. This should be either a surveyors report, or a letter from the sports body in charge of the facility stating the size of the track and how this was determined.
3.1.2 Time measurement for standard track records
Records are rounded up to the closest 0.01s.
The tolerance of the official timer should be +/- 0.0025
The IUF must be satisfied that the system is of a suitable accuracy. In case of doubt about this, it is recommended that the IUF be contacted prior to a record attempt.
New Rule:
3.2 Track Racing Discipline specific Documentation Criteria
1. All Track Racing Discipline records are set on a standard athletics competition track, except for the 50m One Foot and the 30m Wheel Walk, which can also be set in an indoor athletics venue. Proof that the track complies with the requirements of the IUF Rulebook (section 2D.1) must be submitted. Any certification by a national athletics federation or higher is permitted, as well as proof of fulfillment of any individual requirements listed in the IUF Rulebook. In the latter case, a measurement report from a registered surveyor must be submitted.
2. All length measurements for lengths that are not part of a standard athletics track, e.g. the start line for one foot or wheel walk, must be carried out with a measuring tape of defined accuracy, of which the tolerance does not exceed 2.4 mm over 10 m or 20.4 mm over 100 m. The measurement procedure, including the reference points used and the measuring equipment used, must be submitted.
3. Proof must be submitted that the timekeeping was carried out using a photo finish system that records at least 1000 images per second and complies with the requirements of the IUF Rulebook (section 2D.8). This includes in particular a technical identification of the Fully Automatic Timing and Photo Finish System as well as its last certification date and the zero control test of the system.
4. The Photo Finish image used to record the performance must be submitted.
5. All performances must have been set with an electronic false start monitoring system in accordance with IUF Rulebook (section 2D.8.). A technical identification of the false start monitoring system must be submitted.
6. For all performances up to and including 200 m that are set up outdoors, a wind measurement must be carried out in accordance with IUF Rulebook (section 2D.10). The results of the measurement must be recorded in the Photo Finisch image or the official results list. A technical identification of the wind measurement system must be submitted.
Body
The proposed changes establish a clear link to the IUF Rulebook and ensure that records will be set and documented under comparable conditions in the future. At the same time, the separation of general documentation criteria of Section 2 and the specific criteria per discipline allows the requirements of the respective disciplines to be precisely addressed.
